More question than answers
The Disabilities Equalities Duty requires authorities to involve disabled people in there processes to ensure that the Disability Discrimination Act is fulfilled. They are also obliged to help disabled organisations grow to be able to meet the needs and requirements of the authority.
My local council Wyre Borough Council has asked for volunteers in various areas to help identify any disabled issues that there might be with the car parks within the borough. This raises the following points:-
- Why should any one volunteer using there own time skill and transport? Or is it that the disabled get paid anyway and should repay the state by giving their time free?
The people from the council expect to be paid for a job done.
- The person in charge of the project which is part of their disability equalities scheme admits that they have only done some disability awareness training and is not necessarily qualified to do an access audit , hence the reason for the disabled volunteers input.
- There is a local charitable disability organisation rub by the disabled which is more than qualified to do the audits and is struggling to make ends meet.
I think you can see where I am going with this, I am sure the volunteers have been requested for the best possible reasons, but is this just a sop to keep the disabled quiet? Do the council really understand their obligations under the DED? Why aren't they prepared to pay for expert services provided by an access charity?
